Possible Bug

When I did this on my Mesmer, I was with a friend with 2 level 20 heroes, when we did it, we killed every group of Crimson Skull around, but it still said 1 group was remaining, so we looked around and couldn't find it. I had the same problem. One group remaining. I did the second part first and thats when It did it.

By now something may have been changed, but when I first did it, I also did the groups in Panjiang Peninsula first. When I was done, the quest log noted I had 0 of 9 groups remaining, so I went and did the first part in Sunqua Vale. When I was finished there, the second part had been reset to 9 groups remaining, making me have to do it all over again.
