BUG?

I would think this guy would have Signet Of Capture... But he doesn't. Should this be labelled a bug so it will come to the attention of ANET staff?

May require a Kurzick title

4. Kurzick faction (7,250) is higher than Luxon faction (0).

On the contrary, a person in the same alliance who holds a maxed Kurzick allegiance rank had all skills available aclaimedly. 84.250.17.211 22:59, 19 February 2020 (UTC)

Nice job on the research. I'm wondering if I've incorrectly added a bunch of skills which the NPC doesn't offer (judging by your friend's screenshot). Could you link us to a screenshot from your account too? -Chieftain Alex 20:03, 1 March 2020 (UTC)

guildwiki equivalent talkpage reached the conclusion in 2007 that this NPC didn't offer any skills unless they were unlocked on the account. -Chieftain Alex 20:06, 1 March 2020 (UTC)
