Carrying over to GW2

I hear rumors that to carry the items over, they'd be on a per character basis (If 'Bob' earned X, only a character in GW2 named 'Bob' will recieve X.) rather than account based. Is this true, and if it is, can carrying over items be made account based also? For people like me who have 5 or more character (I got 9), it's a real pain to recreate 9 characters, with the same name (And the logistics of 100) year old characters!?
