Issue
This skill has a conditional effect that is outside the casters control. The activation time is too long to make it viable - by the time you're done casting, they've probably stopped attacking.
Suggestion
Reduce the activation time to 3/4 of a second. This will make it hit more often without making it a guaranteed hit.

Issue
Don't generally post here, but; Player's have noted the difficulty in actually using this skill, due to the condition. Thought I'd suggest an alternative.
Suggestion
Make it trigger on target having Cracked Armor. That'd be more in line with related skills. And get CA some more use.

Needs a buff

Issue
Compared to the related skills this is weak.
  • Glowstone is a projectile and needs a condition, but has lower recharge.
  • Glowing Ice has slightly better energy scaling and has an easy condition. Cannot miss.
  • Glowing Gaze cannot miss and has an easy condition.
  • Shock Arrow has none of these bonuses.
Suggestion
Lower recharge to 6 seconds and check the conditional at cast time.
