Needs to be split into a PvE version

Issue
Useless in PvE as elementalist should not be tanking. Recharge is a bit excessive.
Suggestion
Reduce recharge to 5 seconds for PvP, reduce it to 3 seconds in PvE. Make it ranged in PvE(we don't want it ranged in PvP because people would spike with it due to short cast time and low energy cost.) Give it a 1 second delay before the damage so you cannot spike with it(sort of like ancestor's rage).

Issue
It's sister skill, Healing Burst was buffed.
Suggestion

Elite Spell Target foe is struck for 7...91...112 fire damage. For each nearby foe, they take an additional 7...17...20 fire damage.
This would work like an AoE that only hurts one person. If someone is alone, they take the initial damage but if someone is standing nearby, they would take an additional 20. If two people are nearby, they take 40 etc. etc. Unless they're surrounded by a lot of team members, minions or spirits, this spell would still pump out less damage than Searing Flames.
