Issue
Bad in both PvE and PvP
Poor synergy with mesmer skills
Suggestions
  1. Move to Illusion Magic for better synergy with mesmer condition infliction skills and give mesmers more sources of conditions.
  2. Rename to Extend Hexes, change functionality to "Elite Spell. All Hexes (or all Mesmer hexes) on target foe last X% longer (maximum Y seconds)." or "Elite Hex Spell. For X seconds, all Hexes (or all Mesmer hexes) cast on target foe last Y% longer (maximum Z seconds)."
  3. Swap it with an appropriate necromancer skill such as Soul Bind, Spiteful Spirit or Wail of Doom. ← half-serious

10 Tango-energy.png 1 Tango-activation-darker.png 30 Tango-recharge-darker.png Elite Spell. All Conditions on target for last 33/50% Longer. For each condition on target foe that foe loses 0..2..2 energy. You gain 2 for each point of energy lost.
