Give it the same healing as Signet of Devotion to make it an elite version of this skill and lower the energy gain. "Elite Signet. Heal target ally for 15...85...100 Health. For each Enchantment on that ally, you gain 1 Energy. (Maximum 1...5...6 Energy.)" - * 1 Activation * 5 Recharge

Needs a revamp, in keeping with it's theme, maybe? At the moment, it has little use and the energy required to keep up the enchantments to meet the conditions far exceeds the net energy gain from satisfying them.
Suggestion
Give it a traditional "boon" treatment, and treat it akin to Ether Renewal. It may look a little overpowered since it cannot be removed, but maybe my scaling needs to be worked on. E.g. "For 20 seconds, you are under the effect of Boon Signet. Enchantment spells you cast heal for 20...40...50 health and return 1 energy for each enchantment on that target. Ends after 5...10...12 enchantment spells are used." (1c/30r)

Healing too low, OR, energy return too low.

Fix the healing: Signet. Heal Target Ally for 0...38...48. If target ally is under the effects of a monk enchantment, Boon Signet heals for double the divine favor bonus and you gain 1 energy for each enchantment on target ally, maximum 0...3...4.

Fix the Energy: Signet. Heal Target Ally for 0...38...48. If target ally is under the effects of an enchantment, You gain 1 energy for each enchantment on target ally and yourself. For each monk enchantment on yourself and target ally, Boon Signet is disabled for an additional 2 seconds.
The first fix would provide a decent reason to use Boon Sig by scaling the heal values to double the divine favor bonus, and if the condition is met, double the divine favor bonus on top of DF healing values, and the second would provide a different function on the energy return, but still have it usable.
