Underpowered joke of a skill

Issue

Conditions are easily removed and cast time is ridiculous. One Remedy Signet or Antidote Signet throw this skill right in the trash bin. Let's say that someone's reaction time is 1 second, then the disease only lasts for 2 seconds before being removed-that's 16 damage, non-stackable in a conditionally adjacent AoE. All this for only 15 energy and 3 second cast! Equip and enjoy this valuable skill today! (end sarcasm)

Suggestion

Drop cast time to 1 second, reduce energy to 10.
