Issue

It's an elite IAS with a cast time, a hard-to-meet requirement, and a marginal attack speed gain over its non-elite counterpart. There is no part of this skill that is good.

Suggestion

Remove the cast time, remove the requirement, and make the duration be refreshed by Shouts & Chants ending. Or make it non-elite.

Issue

It is weak compared to most other elite IAS' and does not offer as much benefits compared to Aggressive Refrain.

Suggestion

"Elite Echo. For 10...30...35 seconds, if you are under the effect of a Chant or a Shout, you attack and gain adrenaline 33% faster." Increase energy to around 10 and recharge to 12 so that it take a little while to recharge if it is interrupted.
