Issue
The flat damage bonus produces a wildly inconsistant effect. For example, against an AL 60 target with max rank in the Ebon Vanguard title, Fire Storm at 16 Fire Magic gains a 40.5% damage bonus, while Spirit Rift at 16 Channeling Magic gains a mere 10.6% damage bonus. As such, the skill is disproportionately powerful for parties with large numbers of barragers and / or ADoT elementalists. Furthermore, the damage bonus has no effect on armor ignoring damage, making it useless for mesmers, spirit bombers and smiting monks, and nearly useless for non-minion necromancers. In summary, the skill rewards profession stacking and discourages profession and build diversity.
Suggestions
Change functionality to "Ward Spell. You plant an Ebon Battle Standard of Honor at your current location. For X seconds, all allies in this area deal Y% more damage and an additional Z% more damage vs. Charr.", make the ward affect armor-ignoring damage, including damage from hexes.
