Ranger interrupts are borked

Issue 1
Too good for spiking.
Issue 2
Aftercast is annoying
Issue 3
Some of them require a larger incentive to use as an interrupt.
Issue 4
Some of them are too expensive to be useful.

Let's look at the bow interrupts:

  • Distracting Shot-Cheap with a great secondary effect and a recharge that isn't prohibitive. The damage doesn't promote range spike and this is therefore balanced.
Suggestion
Nothing.
  • Savage Shot-Cost is only a bit expensive because it isn't elite and has a low recharge. However it is too useful for spiking which keeps the cost up. The conditional is nice but not nice enough.
Suggestion
Reduce energy to 5, increase recharge to 6 or 7 seconds, increase conditional damage, add "This arrow inflicts half damage". This way, if you spike with it, it won't do much damage as you miss out on the conditional damage AND do half of your base damage.
  • Punishing Shot-Doesn't really deserve to be elite. The extra damage is pitiful but unconditional encouraging range spike over interrupting.
Suggestion
Rangers who use this properly should be able to inflict 80-100 damage easily on 60 armor, while rangers who use this poorly should do almost normal damage. Cut base damage to 1/2, increase unconditional damage to 10...22...25, and add "If you interrupt a skill you strike for an additional +5...29...35 damage." which is +60 damage at 15 marksmanship, reasonable for an elite considering that it is CONDITIONAL. If you use it to range spike, you end up doing about 40-50 damage which is only slightly better than your normal attack damage.
  • Magebane Shot-Cheap, elite version of dshot. Unblockable. I would say that this is balanced due to the energy cost.
Suggestion
Nothing. Doesn't need a buff.
  • Disrupting Shot-Worst ranger interrupt. 10 energy and 15 second recharge is prohibitive.
Suggestion
Reduce energy to 5, reduce recharge to 8 seconds.

For all of the bow interrupts, their aftercast can now be removed.
