Misses fleeing foes.

Suggestion 1

Change to "Attack target foe and adjacent foes. Each struck foe receives (current damage)."

Suggestion 2

Add 1/2 or 1 second activation time. It's unlikely to be spammed mindlessly as most warrior have better stuff to spend energy on

Axe Attack. Attack target Foe. If target foe is near an ally, you strike for +5...9...10 (maximum +40) for each foe in the area.

like Eremite's Attack and You're all alone combined.
