Issue
only useful to trigger deepwound, not good against blocking since it doesn't make up for lost DPS
low bonus damage
2 pips of energy regen means you can only use it once every 7.5 seconds (unless you use a zealous weapon which means you can use it once ~ every 4 seconds since 5energy divided by [(1/3)energy/second per pip *1 pip] + [1 energy per attack (1 attack/1 second under IAS)] is about 3.75 seconds
Suggestion
increase to 1 activation
make it do something against blocking not from enchantments (weaponspells/stances) --> like Melandru's Arrows
subsidize the energy cost ala Counterattack

resulting in

"If this attack hits, you strike for +1...24...30 damage. If your target is under the effects of an Enchantment or not attacking, this attack cannot be blocked and does an additional +5...17...20 damage. You gain 1 energy per 5 ranks in Strength." (5/1/3)

...basically bashes Dervishes faces in so they can't Melandru without fear. ...all nonattackers will be punished also

Like Life Infusion said, it's not worth to take this skill when running Warrior. Even for afterspike there are better skills.

Suggestion

Change functionality to:

5Tango-energy.png ½Tango-activation-darker.png 6Tango-recharge-darker.png Elite Melee Attack. If this attack hits, you strike for +5...17...20 damage and target foes action is interrupted. If your target is under the effects of an Enchantment, this attack cannot be blocked.

Interrupt target foes action,if that action is a skill that skill is disabled for for 1..3..8 seconds.

Useless as an elite.

Suggestion

make it non-elite so it can be used with warrior's endurance as an alternative to power attack, or move it to unaligned, give it fixed bonus damage and still make it non-elite. OR, give it the same effect as magebane, with +30 or +50 damage, it will make it worth running.
