Sure, Draw is overshadowed by FF, but I think the real problem is that the only thing which scales is a minor primary effect, meaning that people can still get considerable use from it even with no point in Protection Prayers. I would simply change the scaling from 6...22...26 to something like 5...29...35 or more per condition, and probably add as much again if at least one condition was removed. Possibly it could even be capped at ~4...8...9 conditions so that with no points you risk not drawing all the conditions on someone.

This is not underpowered as it is now. Not all teams have Necro's, while most teams (excluding some gimmicks) have monks. This is simply used for removing the conditions on the RC, which it does without any points in prot prayers. This does not need more healing, or a condition cap. This is underpowered. There should never be 2 skills with duplicate functionality but one weaker.
FF is in Soul Reaping and so can only be used to full effect on primary necromancers. However, I do agree that getting 6-26 health for this is unfair when FF will give you more health AND energy. They should probably change the scaling on this to something like 3...39...48 per condition to favour higher protection prayers (right now people run it with 3 in prot prayers since the functionality is more important than the healing). If that's a worry, up the recharge to 3 or even 4, it won't hurt anyone too much but it'll stop Draw + Mending Touch or Draw + Melandru's from being used too much. 86.0.106.136 17:35, 16 January 2009 (UTC)
