Loosen Restrictive Stats on Charrslayer weapons

The Charrslayer weapon set crafted by Jonathan Blunt have an inherent bonus against Charr (+20% damage or +10 armor), which is fine considering the name. The trouble comes from the fact that these mods can neither be removable nor overwritten. This extremely restricts the viability of these items in non-Charr areas.
The solution is simple. Make the mods removable.
