I have an alternate suggestion for your example. It combines the divided damage with a fixed damage. There is the decrease of damage per enemy, but it doesn't diminish to zero with a large number of enemies. This rewards intelligent usage of the skill while not being too powerful. The table below shows damage per second for each of these suggestions.
- Skill 1. For 4 seconds, 100 damage is divided between foes near this location each second. Each foe cannot be hit for more than 50 damage per second.
- Skill 2. For 4 seconds, 30 damage is divided between foes near this location plus 20 damage each second.

- I don't think this should be the standard for AoE but maybe AoE could be split with some skills using this new format and some using the legacy format. That way neiter version will cause your skill bar to be, as you said "AoE or not" but could actually be a happy balanceNay the One and Only 22:33, 19 April 2010 (UTC)
