Pnj can not appear

He also won't appear during some or all of the primary/secondary quest chains stemming from the instructors in Shing Jea Monastery. It may be restricted only to those that take you to Kinya Province at some point. I wasn't paying attention to Tahbo's presence until after I'd done a few in the area. Once I'd finished the entire group of those quests, and got my insignia, I went back to check, and there he was. Kruhljak 19:31, 5 November 2010 (UTC)

Missing requirement
