The issue you've raised here is known to the community, and is part of the Winds of Change quest arc of Guild Wars Beyond.
You were right however, when you pointed out that its never clearly explained anywhere and I understand that this could cause some confusion.
As such I have taken the liberty of including it here for you!

Pretty sure you're the same person as 71.57.254.246, and if not, another person has exactly the same problem with Scavengers. As I said on that talk page, the third chapter update is imminent and will hopefully change the scavengers. Hopefully, they will fix this. This mission keeps me from getting 2 titles, which I normally don't care about. It mainly just irritates me. Im a programmer and would never let something like this go if I know about it. Oh well, if GW2 ever releases, I wont be back to GW anyway.

Your are probably right about the unknown post. I attempted to do it last night, but made a mess of it. Im not even sure that I can find it to delete it. So, I created an account today, and tried to do it correctly.

Maybe we should put a note/link on the Minister Cho's page and just zap the page that I created. I was mainly hoping to get the attenion so someone who could fix it (or people to complain about it). It seems that its either not going to happen, or it will be in that next release. I dislike having abandoned or unnecessary pages hanging around.

I'm having the same problem with Cho's Estate, trying to VQ it but I can't take those Scavengers on, so yeah, waiting for the 3rd chapter~. Personally I believe that a note should indeed be put up on the main page and I had done so, but my edit was revoked. I know better than to get into an edit war, but I still believe that the current page is quite unclear as to when which zone occurs. Icey 21:46, 20 January 2012 (UTC)
