- Issue
- The skill was a little too strong before, granted. But 30 second recharge (Conditional 15), is not worth taking. Instead, possibly scale it:
- Suggestion
- 1 Cast, 10 Recharge, 5 energy. For 1...15 seconds, target foe moves 33% slower. If target foe was moving, you move 33% faster for 1..15 seconds.
OR
- 1 Cast, 10 Recharge, 5 energy. For 1...15 seconds, target foe moves 25% slower and you move 25% faster.
With a 10 second recharge time it would make this not spamable because even at 16, you could only keep this up on 2 people at the very most. The first one makes it slightly more active. The second one makes the skill alone less effective. (Note: Showing 1..15 attributes here)

- Suggestion
Change recharge to 15, reduce snare to 25%, and speed boost to 25% or remove boost altogether, and reduce the duration of the hex.
