Issue

Churning Earth's casting time is too high for it to be used in PvP, but it's conditional effect will only really matter in PvP, making it underpowered in PvE.

Suggestion

Lower the casting time to 2, and/or change the effect to: "Spell. Each second for 5 seconds, foes in the area of effect are struck for 10...34...40 earth damage and are Weakened for 10 seconds. " to make Stoning and Glowstone a bit more practical in PvE.
