Issue: Useless in PvE as elementalist should not be tanking. Recharge is a bit excessive.

Suggestion: Reduce recharge to 5 seconds for PvP, reduce it to 3 seconds in PvE. Make it ranged in PvE(we don't want it ranged in PvP because people would spike with it due to short cast time and low energy cost.) Give it a 1 second delay before the damage so you cannot spike with it(sort of like ancestor's rage).
