Issue: Bad skill that poses a mediocre threat and, even in the case where it works, requires no skill from the user.
Suggestion: Similar to the above. I would suggest a costly skill with a low recharge like 15 ¼ 8. A good mesmer would be a potent threat while a bad one would burn his energy pool for nothing.

Issue: Too easy to fully utilize this skill. Either the foe suffers exhaustion or sits out the duration.
Suggestion: Pretty much what the original suggester suggested except a disadvantage to help balance.
Spell: Interrupt target foe if they are casting a spell. If you interrupted a spell, that foe suffers from exhaustion. If no spell was interrupted, you suffer exhaustion. Cost:5e, Cast:.75s, Recharge:15.
The potential to have exhaustion imposed on yourself would also make the player use this skill much more effectively.

Suggestion: Make it only apply to the next spell, drop duration to 1...7...8 seconds.
