Unfun mechanic.
Too easly removed.
Requires too many coördination.
Suggestion
Change functionality to,

Hex Spell. For 4...10...12 seconds, target foe cannot use attack skills. This effect ends if target foe takes more than 40...136...160 damage while this Hex is in effect.

Unfun mechanic.
Doesn't fit into Protection Prayers. This should be changed into an Enchantment to fit into Protection Prayers.
Suggestion
Something like that: "Enchantment Spell. For 2...7...8 seconds, target ally cannot be attacked by foes. This effect ends if target ally deals or takes damage." *5 Energy *1 Activation *10 Recharge. (Wouldn't be abusive on Spikes.)

-long cast time and recharge combined with a ridiculous end effect (really taking damage? come on)
-hexes in a protection line...what what what???
