NEW IDEA
- "Chant. For 20 seconds, conditions on all allies within earshot last 0..X..33% less. Whenever an ally uses a signet, durations of conditions on that ally are halved."
- Unstackable, diminishing returns for multiple signet uses.
OR
- At least drop the recharge to 10 sec.
