Issue: Completely worthless; Might be usefull in PvE for recharging energy between battles but sadly people and henchmen as well like to use run stances, attunements, etc between battles; Even though the energy cost can't be paid by skill itself, the starting investment is too high to be practical
Suggestion: Something that is more useful for recharging energy between battles and for some PvE builds; Ballad of Power 15 en 2 cast 20 recharge "For 0..12..15 seconds, each ally within earshot gains 4 energy regeneration until that ally takes damage".; The ending condition is more tailored to use of recharging between PvE battles. People use skills between battles, but they don't take damage.; In PvP this skill can also be countered (besides with damage) with ranger and most mesmer interrupts (notice 2 sec cast)
