Feedback:User/Abbelleville/Utility skills and Allies

I know that this may seem odd but when I level in MMORPG's I prefer to "quest alone" that way I go at my own pace and can take the time to get really immersed in the game/what I am doing. Since GW2 is trying to make people want to play with other people without having to group up and everyone will get the amount of gold/karma/experience that they earned I wanted to know if the Utility supportive skills can be used on allies out of group? I was reading the Feedback page and could not find anything besides that there is no dedicated healer and you cannot target heals on anyone, which I fully understand but there are Utility skills for example the Ranger can get "Search and Rescue" which a pet can find and resurrect a nearby ally or a Guardian with Healing Breeze which is a breeze that heals allies. If this is not implemented already (which it may be although I have not found any information about this nor have I had access to the BETA to test this) I would like it to be so that if I notice a nearby player that needs more help then just my damaging the enemy or reviving them when they have already fallen that I can be supportive without having to group with the player.
