Many developers dont pay much time to it,although it can be considered as one of the most important parts of any game especially RPG because with its you capture mood of world you try to create.

How to achieve vibrant cities:

First step to capturing mood of some town or place is setting daily routines for NPCs that inhabit that place.Cities should be crowded by NPC people that "live there". Best examples in gaming world are games like-Assassins creed,GTA IV,Fable II,Red dead redemption,Settlers VI(although RTS their NPCs have daily routines)The Witcher...etc. So I would like to see:

  • Various merchants that are passing through city,or caravans
  • Musicians that are playing medieval music and dancers that dance around them
  • Dock workers that are unloading and loading cargo from airships,ships,...
  • Shopkeepers that are cleaning their porch with broom and their employees that work for them(maybe see them yelling)
  • Beggars that are begging for money, pickpocketing nobles
  • Butchers picking up meat and throwing some to dogs, millers that carry flour from mill,
  • Soldiers that are joking among themselves, doing push ups, catching thieves, captain that is yelling on them,
  • Various fanatics that are yelling about doomsday
  • Children playing around
  • Hunters returning from hunt
  • Young girls going to well or water mill to fill buckets with water
  • Taverns full of drunkards which ocassionaly fight among themselves
  • Cities should have bazaars, town squares where people are meeting,jails,hospitals,sewers,brothels....etc.
  • Entertainers
  • Airships that are docking
  • Fishermans going fishing
  • Fat and skinny NPCs
  • Monsters attacking the city
  • Slaves being traded in for money to nobles
  • Fortune-tellers

Etc.......

More races in every city would be cool to have because in for example human city you cant see anyone except humans I believe that cities could be populated with more friendly races like in most RPGs.

Races like: http://lh4.ggpht.com/_YL1vvk1Wa9s/SVZ-diDHRwI/AAAAAAAAFy4/b1F_-ikCMp8/s512/GWXPostUno004.jpg <-----Race of born thiefs

Shifts impact: Every Merchant should have shift so you should see them going to sleep.

NPC outfit/clothing:

Although game is set to be in renaissance era It would be better if you(Anet) could march forward to pre industrial age because in my opinion it would fit better into storyline or inhabitants outfit could look like ones from movie Sleepy hollow which is set in late renaissance era.Renaissance clothing mixed with steampunk and robotic feel would be winning formula for GW2 not to become generic MMO.

Politics: If every city in GW2 will have more than one race then I would like to see some political fights among races, something that you can see in Mass effect.
