Reading through forums I have noticed that some people have problems with the elite skills especially with their long cool downs. Complaints are also about their extremely powerful effects. I share their concerns especially when it comes to the PvP part of the game. What I am suggesting is to remove Elite skills completely from PvP and replace the skill slot with another utility slot. This would not only get rid of the powerful long cool down skills but would also add to the number of possible skill combinations(presuming there are more utility skills than elite skills). This is in my opinion better than changing skill functionality of elite skills for PvP.

Pros:

     -Addresses the concerns
     -It is very simple
     -More skill combinations in PvP

Cons:

     -No elite skills in PvP  
     -Might be hard to balance due to more skill combinations
     -Your PvP system already works great and this is a useless post
