Prerequisite?

Not completely sure of the pre-req on this one, I think another (or maybe the correct) trigger is achievment of LBrank4-Mighty Lightbringer... I was at Lightbringer rank 2 and was not able to get the quest until I finished A Brief Introduction, so I assume the latter is a prerequisite for this quest.
