Put both Kurzick and Luxon Alliance Battle NPC's into each guild hall to allow people to choose which side they want to play for.

Why this is a good idea

•   There is often a large imbalance between the number of Kurzicks to Luxons waiting to get in to Alliance Battles. By putting both Kurzick and Luxon NPC's in the Guild Halls, players who just want a game and are not interested into Alliance donating, can choose to play on the side with fewer players to get a game quicker.

There may be some sync exploits this opens up, but I can't think of any good ones yet.
