Let me explain with way more historical gw1 context then you in 2010. Guild Wars (GW1 now) was a game that was always based on very big attempt at achieving balance. It was part of the fact that it was mostly a PvP game (not nowadays). Nightfall being the last campaign benefited from an understanding that getting attribute points too late would make NF characters too long "not maxed" compared to pre existing characters. It would make them hardly able to join PvP as PvE characters which was something everyone wished back when you are. All the best, I wish I was then.
