Issue
You lose 10 energy through exhaustion and gain 10 energy (it's only an exchange of passive to active energy) with a very high risk of being interrupted. Not really usefull.
Suggestion
Change it into a signet to convert passive energy @ 0 in active energy and change cast time to 1 second to have a better chance for the energy gain. (better ideas are welcome!)

As proposed on the talk page this could remove exhaustion or quicken the process therefor i have made 2 sugestions:
1.You lose 0..10..15 Exhaustion 5e/1c/8r
2.Enchantment.For 2..13....15 you only take half the exhaustion penalty.10e/1c/r12

The skill is meant to turn exhaustion into Energy. A way to 'cast a bit more' at the cost of having much more exhaustion. A 'don't think of the future' skill. But as an elite, it should be 'base' skill in the skill bar. Currently it's like "use a few times and you are done, can't make anything else". What makes it only useful for really short battles.
Suggestion.
Change skill to:
Energy: 10. Casting time: 2. Recharge: 20.
Elite Enchantment Spell. Lose half your Exhaustion and gain 1 point of Energy for each point of Exhaustion lost. For 10 seconds your spells do not cause Exhaustion. When this enchantment ends, you suffer 10 points of exhaustion for each spell you cast under the effects of this Enchantment.
That way, the spell would make all skills cause exhaustion... but... later. Giving you a 'second boost'.

Million better ways to get energy. No way to get rid of exaustion.

15 energy, 2 sec cast, 30 second recharge. You lose 5..17..20 points of exaustion.

Suggestion: 1. Lose all exhaustion for each point of exhaustion lost you gain 1 energy 50% chance of failure ES 4 or less. 5/2/45. 2. Lose all exhaustion 5 3/4 20. 3. Lose up to 10 points of exhaustion and gain 2 energy for each point of exhaustion lost 5 3/4 20.

New functionality for "Second Wind".

Current functionality is useless.
Suggestion
5e 1/4s 10r "If target foe is knocked down and not suffering from Weakness, that foe has Second Wind on it for 5 seconds. When that foe gets up, it is knocked down for 1...3...4 seconds, takes 15...63...75 cold damage, and is Weakened for 5...17...20 seconds."
Frankly an understanding of the name's meaning precludes using it as an offensive tactic. The current state is far closer to what the name means, but is so awkward to use that it is never used at all. Since the only reference I have seen to Second Wind is for runners, how about a version that lasts 10 seconds, and for each second that you are moving more than normal speed, you lose 1 exhaustion. The faster than normal part simply because there is no walking in GW, so the faster hints more toward the runner nature of it. Guildwarsrunner 21:33, 7 January 2009 (UTC)

Idea for new function

I think that Second Wind is a great idea - using exhaustion as a way of dropping your max energy but having a way of easily gaining a bit of energy. The problem is that you can only use it every 30 seconds if you want to maintain exhaustion at a constant level. I think to make it game-usable in its current form, you'd want a 1 second activation, and make it either give less exhaustion, or none at all (though this prevents you from self-managing exhaustion easily). Another idea would be to maybe, more in line with the name of the skill, provide you with more energy, but have some kind of downside to "tapping into your second wind". Maybe you could lose a large amount of exhaustion, so you can keep casting for a while, but afterward you can't cast spells for 10 seconds or so? Or it might give you a bunch of energy, and then at the end prevent you from casting skills for a while (though Ether Prodigy does similar effects to this as is. -Change functionality to:

5 Energy0 Activation time15 Recharge time - (Energy Storage) - Elite Skill. You gain 5...21...25 Energy. Your spells recharge 50% slower (10 seconds).

Reason
-See Rage of the Ntouka.
-Allows an Elementalist to gain Energy instantly while sacrificing how often they can use their skills.
