Issue

The 2 second cast time is, pardon my language, stupid. I have played with and against this skill before the nerf and it was fine. All you needed to do was watch what hexes you have on you and you could avoid hitting someone for 4 seconds.

Suggestion

Revert this back to what it was.

Cast time is too slow

This skill is now useless for defending yourself with.

Suggestion

Reduce recharge to 8 seconds, reduce casting time to 1/4 second. Since the duration is fixed at 4 seconds, this can't be used to permanently shut down attackers.

Split into PvE skill

Issue

Useless in PvE now.

Suggestion

PvE-only: Reduce cast time to 1 second, reduce recharge to 4 seconds.
