If 50% recharge is overpowered, increase the duration

Weak skill, weaker than Serpent's Quickness, requires 15 Fast Casting to maintain

Increase duration to 5...29...37 seconds.

Deserves to be elite

33% is too weak for an elite
Suggestion
Increase duration to 5...20...24 seconds, increase bonus to 50%, and nerf Diversion so that it recharges longer if you are in a stance.

Pve buff

33% makes it weak compared to other skills in pve

Buff it to 50% in pve

Almost completely inferior to Weapon of quickening
Almost completely inferior to Serpent Quickness
Suggestion
Effect: Elite Stance. For 8...26...30 seconds, spells you cast recharge 33% faster.
10 Energy 0 Activation time 15 Recharge time
This way it would be both cheaper than Weapon of Quickening and less conditional than Serpent Quickness. And Wild Blow would hurt it a little less.
