Since the update to this skill it is a LOT more playable but in the end it is still not as effective as elites such as Power Block, mainly because this is a hex, Hex interrupts imo are very borken since if your target is enchanted with veil, your interrupt takes twice as long to activate (doesn't seem like much but it is) meaning interrupting 3/4 skills is pretty damn hard unlike with a normal interrupt. Now I respect what you have tried to do, make an elite Power Drain, but in the end of the day Power Drain is damn reliable, whereas if you interrupt someone with this and they remove the hex, all you have really done is interrupted a skill (denied whatever energy that cost) and cost them one hex removal (5e most of the time), it's really not all that good. If your go into an elite Power Drain why don't you start at power drain, and make it more powerful (as in a elite pdrain lol). So how about

  • If target foe is casting a spell or chant, that Skill is interrupted and you steal 1...12...15 energy from target foe. 5 Energy, 1/4 Cast, 20 Recharge.
With this you are able to both apply energy denial and energy management into one skill (essentially taking the role of Power Leak and Drain simultaniously) while making it less energy rewarding then Pdrain and less Powerful then Leak (so balanced too). Or if you want to think a bit simpler.
  • If target foe is using a Skill, that Skill is interrupted and you gain 1...25...31 energy. 5 Energy, 1/4 Cast, 15 Second Recharge (to make it worth it over drain)
Basically Pdrain that works on skills, so for instance in current meta there are usually at least 1 hum sig in a team (GvG, be it on a Me/N Curser or some kind of Me/Mo smiter). That skill could mean you wouldn'y need to bring Cry of Frustration to interrupt the sigs, and have very powerful e-management possibly eneough to fuel continued use of Mirror of Disenchant and Shatter with no drain enchantment/Inspired. OR if your in the mood to make a overpowered skill (like messes don't have enough) You could make the first suggestion effect skills to, just imagine PLeeching a war, lol energy.

Anyway just giving you some pretty simple ideas for a pretty underpowered skill that you don't really know how to make work (or you could use this for Power Flux if you want ;o )
