Hex Spell. For 4...10...12 seconds, target foe cannot use attack skills. This effect ends if target foe takes more than 40...136...160 damage while this Hex is in effect.

Unfun mechanic.
Doesn't fit into Protection Prayers. This should be changed into an Enchantment to fit into Protection Prayers.
Suggestion
Something like that: "Enchantment Spell. For 2...7...8 seconds, target ally cannot be attacked by foes. This effect ends if target ally deals or takes damage." *5 Energy *1 Activation *10 Recharge. (Wouldn't be abusive on Spikes.)

  • For 10...18...20 seconds, whenever an ally in the area reaches full health, you gain 0...1...1 energy. Ends if you deal damage.
Reward those who are truely pacifist ;-)

Comments & Suggestions Here, Please

Issue
Having this end on damage makes it hard to use in places that it could be useful (like lesser arenas or PvE bosses) because there is uncontrolled wanding and attacks from your allies (NPC or otherwise). Changing this to work like a non-selfish version of Wary Stance or the suggestion I've made to Amity would make it easier to use against an enemy skill chain while sacrificing the use of non-Prot skills. Keeping a 2 second cast makes it fairly easy target for interrupts.

Enchantment Spell. The next 0...1...1 attack skills used on target ally are blocked. Disables your non-Protection Prayers for 15 seconds.
