Useless. 1e degen and 4 health degen is worthless compared to other elites, such as Corrupt Enchantment and Spiteful Spirit
Suggestion
"Elite Hex Spell. For 5...29...35 seconds, target foe suffers -1...3...4 Health degeneration and -2 Energy degeneration. If target foe's Energy reaches 0, that foe takes 10...42...50 damage and Wither ends. If that foe has more than 1 hex, that foe suffers -1 energy degeneration." 10Energy, 1Activation time, 10Recharge time

More powerful, but uncoverable. Maybe lower effect time.

Chaos Messengers Issue

Weapon swap and carry on with killing, it's just some damage. Doesn't deny enough energy.
Suggestion

15 Energy2 Activation time10 Recharge time "For 5...29...35 seconds, target foe suffers -2...4...4 Health degeneration and -1 Energy degeneration. The next time target foe's Energy reaches 0, that foe takes 15...63...75 damage and you suffer -1 Health degeneration until Wither ends." This actually denies some energy and still causes the same amount of damage. The same suggestion applies to Malaise.

I just want much more interesting usage for this skill. This skill should have taken a nice edition just like many other skills had ;) :)

10 Energy2 Activation time15 Recharge time "Elite Enchantment Spell. For 10 seconds, target foe suffers -3...9...10 health degeneration. Every time you cast a spell, target foe loses 2...4...5 energy and you sacrifice %20...10...8 of your maximum health"

Pales in comparison to other Curses elites, and the damage at the end is neither controllable nor useful to someone using this elite. Removing the damage and increasing the ability to drain Health and Energy on several foes makes this skill make more sense and easier to use. Adding in the self-draining section includes something that the Necromancer will have to manage if he/she chooses to spread this on too many enemies - as once the spell is cast it can not be removed by the Necromancer.
