Issue
Is too powerful in a team with multiple Paragons, and too clumsy in a team with only 1 Paragon.
Suggestion
Change the skill to: "Echo. Target ally is healed for 15...63...75 Health. Whenever a Chant or Shout ends on that ally, that ally is healed for 15...63...75 Health. This echo end after 10...14...15 seconds or after that ally has been healed 1...3...3 times by this skill."

The numbers on this skill can still be altered to make it more or less powerful. It is just meant as a general idea, to make a Paragon more of a direct healer instead of a 'heal for insane amounts, but praying it activates at the right time' healer.

Change the skill to a more complicated effect: "Target ally is healed for 10...58...70. Whenever a Chant or Shout ends on that ally, that ally is healed for 5...11...12 for each party member within earshot, and this echo ends.(10 Energy, 1 Activation time, 15 Recharge time)"

Same as above, split this skill into, PvE / PvP, this skill was decent to support in PvE since there is more Damage going around in PvE HM than in PvP, atleast fix the recharge time 20 seconds is too long in PvE.
Suggestion
Split it PvP and PvE, PvE version should be able to keep up with the Dmg in multiple team members.
