Make the Nightfallen Garden accessible after the completion of Nightfall. It can't be reached after defeating Abaddon unless you have (but do not complete) Heart or Mind: Garden in Danger in your quest log. With Abaddon dead and that quest active, you can reach both. Otherwise, it's one or the other. I believe this is the only area in the game aside from Pre-Searing and the Forbidden Path (which is very pretty, by the way; you should let people access that place too) that is permanently blocked after a certain goal.
The mission Jennur's Horde cannot be played if Garden in Danger is not completed. Ergo, in order to keep access to the Garden, you must forfeit the Protector and Guardian titles.
Add an NPC outside of the garden's entrance (right by Tihark Orchard) who can allow you to enter the Nightfallen Garden after Abaddon's death, not unlike the Master of the Isle who gives characters access to the PvP Isle of the Nameless.
