Elite Spell. Knocks down target if it was attacking. Deals 15...63...75 lightning damage to target and adjacent foes. Attacking foes receive the Blind condition (1...8...10seconds). Casting foes receive the Dazed condition (1...8...10 seconds). This spell causes Exhaustion.

This is what happens when you get thunderstruck : you are blinded by the lightning and stunned. ^^
3/4 sec to be able to correctly blind target = an alternative to 
Blinding Surge but without armor penetration and with a drawback.
