Missing requirement?

I'm not offered this quest by the NPC. Is there a requirement that's missing from this page? For reference I'm playing with a lvl 6 paragon, who's at the Leaving a Legacy step in the primary questline. -- kazerniel (talk) 17:24, 17 July 2018 (UTC)

I started a NF char a bit back and remember that I got it offered. Don't remember which level I was at that time though. IIRC it was when I was doing The Honorable General, which follows Leaving a Legacy. I suggest you finish LaL, take THG and see if you get offered OGTDA - then we've found the missing req.
