Hero Skill use of Deep Freeze

Could Heroes use Mind Freeze better on foes like the Nornbear. Even if I locked him as his target, and pressed on the skill in his skill bar, he used it after something like 2 seconds, or didn't used it at all! But when he got attacked, he used it but didn't ran away afterwards. This case it was Acolyte Souske with this build:
