Regarding Storybooks

You should:

1) Be able to turn them in for the money and experience even if the title/faction/allegiance points would not be available (max title or beyond the point where you can turn in a normal mode tome)

This would increase the reward for an advanced character to help a lower level character (or new player).

2) Be able to turn in a single normal mode tome per character regardless of rank

It's very easy to finish Nightfall and have ranks higher than allows you to turn in a normal mode tome.

3) Have access to a completed version upon completing one initially.

It's silly to keep around a completed tome since it takes up space and you have to be very careful about the order if you wish to complete another one, but I'd love to have a bookcase in the Hall of Monuments where you could open the storybooks.
