i think that the text is incorrect when it says that the Encoder is customized when you get it because i recieved one in a trade and it works just fine for me.

They can be transferred to other toons, and read by other toons. However, they are customized to the original and only the original toon can use it to activate the mission.--Pyron Sy 02:05, 16 November 2008 (UTC)

Just want to mention that I tried using the Decoder from my storage and it wouldn't let me decode the battle plans in my storage. Once I moved the decoder into my backpack, it worked fine.
