I think Anet should program the NPC (villagers,guards,etc.) in outposts and towns to kind of have a life of they're own. For example they would go to the merchants to buy new items or they sit down somewhere and speak to eachother. Guards should tell NPC children not to run by here or not to enter a private area. NPC's that have a quest for the players should ask for help and do some emotes,if no one is coming they sigh or if someone takes the quest they cheer. This would help the game felling alive, would help playing get involved within the game and would give the game more depth.

Why this is a good idea
  • It would really give players the feeling that the world around them is alive and they would feel like a part of that fantasy.
  • Oblivion managed to do it in the end after some problems.
  • Overhearing a rumor from NPC's talking amongst themselves and then talking to them about it is a natural progression.
  • I agree this would be cool and make u feel like you're in a real world
  • This could make the world feel more like it is independent, rather than the obviousness of being pre-programmed.
  • Would be cool to walk by some kids and see them playing rock, paper, scissors.
Why it may not work out
  • Might take some time to do the programing.
  • Would need program limitations Oblivion tried a no limitation version in development but it ended up total chaos with guards steeling food and fighting each other.
  • Might be too chaotic if there are too many NPC's walking around and talking to each other.
  • Can expect a big toll on the system, thus more lag, bigger servers, more costs, etc.
