It's an elite that gives an IAS without drawbacks but that is conditional. As it is it can be said to be inverior to the above skills (in certain cases) and with all those shouts and chants being nerfed even the condition for this skill is hard to fullfill without a team or build focussing on several shouts/chants, which will cripple your offensive/defensive abilities.
Suggestion

I realize that this is a Soldier Skill and should therefore have a "while under the effects of a chant/shout" clause included. Therefore I have the following suggestions:

1. Make the IAS unconditional. Cut duration to 2..5s and add "while under the effect of a chant or shout this shouts lasts 2..5s longer" making this skill more or less useful (especially for those spike sins) without a shout/chant while rewarding the use of a chant/shout.
2. Make the IAS unconditional. Cut the IAS to 20% and add "while under the effect of a chant or shout this stance adds an additional 20% IAS" making it one of the less useful IAS skills, but this one doesn't have drawbacks and when using chants/shouts this becomes the best IAS in the game.
3. Add an unconditional IMS of 25% or so

There are probably others I may think of later. For the above I can imagine those numbers are slightly overpowered, but I do think that soldier's stance should be boosted slightly as it currently is a way underused elite...

Inferior to Frenzy/Rush. Not really worth the elite status.
Suggestion
Make the energy more manageable - "You gain 1 energy per hit while in this stance." A move to Strength would also be good for it - Tactics is a shitty att. line. Then you can buff it w/o worrying about the effects on assassins and dervs.
Lowering the recharge would help also. Maybe add a 15/25% IAS while not under the effects of a shout? Then if your shout goes down, it doesnt matter so much.

Soldier's Stance is just plain bad when compared to every other 'stance/attack speed' warrior skills. I know of many warrior friends who'd take Primal Rage/Soldier's Stance/Flail/etc. over this any day... even with a paragon in the party.

Remove Elite-Status: make it like Soldier's Defense

Not very exciting or tactical, and you might as well use frenzy and a cancel stance. Or even soldier's fury if you're crazy.

Elite Stance. (0...8...10 seconds.) You attack 25% faster and gain 1 energy and 33% more adrenaline from melee attacks. You take 100...44...30% more damage unless affected by a shout or chant.

Ikimono - "random IP's" Issue

Has very poor synergy unless used in 7/8 Paragon teams in Player Versus Environment.

Conditional IAS.
Suggestion
Remove all requirements and transfer this e.skill to the Strength attribute line in order to prevent secondary abuse, ensuring that it remains at 0-1 seconds IAS with zero attributes. This way, if players wish to invest in a conditionless IAS as opposed to frenzy, they can. In it's current form, the only viable way to use Soldier's Stance is to go /P and bring "Can't Touch This!", losing kd utility (i.e. Shock). If requirements are expunged, this will allow warriors to go to other secondary professions for utility.
