No, I don't mean skills used commonly (and thus part of the meta). I mean skills which change how the other skills work. Today, with more than one thousand skills, Guild Wars is a game too complex to be properly balanced, and having to deal with multiple variables plus skills which change how those variables work is more than Arena Net could achieve with its current resources.
In other words, my suggestion is for Arena Net to nerf all the skills which reduce recharge for a large group of skills:
- Serpent's Quickness
- Oath Shot
- Mantra of Recovery
- Glyph of Swiftness
- Glyph of Renewal
- Deadly Haste
- Deadly Paradox
- Assassin's Promise
- Moebius Strike
- Ghostly Haste
- Ritual Lord
- Weapon of Quickening
- Eternal Aura
- Ebon Battle Standard of Wisdom
And all skills which reduce casting time for a large group of skills:

Many of those skills are not being abused currently (since there's something more abusable in the game already), others are often seen as a way to go around the way skills currently are balanced, and a few are currently being abused into gimmicks (see all assassin skills in this list).
Removing those skills would allow Arena Net to remove weird exceptions from skills (such as the dervishes' Forms, which cannot be copied by Arcane Mimicry despite how AM would copy any elite skill) and it would make Guild Wars significantly easier to balance, leading hopefully to a more balanced game in the future.
