It is pretty obvious why Shadow Form needs a nerf, maintainable immunity to spells and attacks is overpowered, no matter what. It breaks the game, and it forces things like adding monsters to specifically attempt to counter Shadow Form, which is a really stupid thing to do when changing/nerfing Shadow Form is the obvious solution.

Change Immunity from attacks and spells to Immunity to attack and spell Damage/Degeneration[edit]

Instead of actually causing skills to fail, make them apply but deal 0 damage. This means that enchantment removal aside from things such as Pb AoE skills and signets will actually hurt Shadow Form and make it less imbalanced, however you still have immunity to damage, so "Shadow Form" is still there and it remains a powerful farming skill.

What this would do is basically make it so attacks and spells hit you, but their Effects of Degeneration or Damage do not occur, eg. An elementalist uses Lightning Orb on you while you are in shadow form, you take 0 damage, BUT you become inflicted with Cracked Armor since Cracked Armor does not deal damage or degeneration. Spells or attacks that deal conditions such as Burning, Bleeding, Poison, Disease (degeneration conditions) will not apply said condition. However, skills such as Burning Speed which is a PB AoE spell, will still apply it's burning since you are not the target of the skill.

With this change, any monster with enchantment removal will be able to remove Shadow Form (assuming it is the available enchantment to remove), but ofcourse, the Spell is still a very viable farming skill.

More examples: A skill like Diversion, will still be applied while having shadow form up, and it's disable effect will trigger if you cast a skill while under it, since Diversions disable effect is neither Damage or Degeneration. Or while under the effect of Weaken Knees, you will not suffer any health degen, or damage over time while moving.

Blood Magic[edit]

Blood Magic will deal damage through shadow form since it is not "damage" but life stealing, so areas with life stealing will be come difficult to farm.

How the skill would look[edit]

Elite Enchantment Spell. For 5...18...21 seconds, hostile Spells that target you and all attacks against you deal 0 damage and you become immune to Health degeneration, but deal 33% less damage. When Shadow Form ends, lose all but 5...41...50 Health.
