Skills I Feel are Overpowered (last update Feb 2010)
Plague Sending Combined with Foul Feast it allows condition healing and reflecting for practically zero cost to the user. This allows certain curse necro builds too have way too much versatility on one bar. A build that can shut down Casters, Healing, Melee, heal conditions, spread conditions, and spread degen all for very little player-ability investment is bad for the game. This is one of the key skills that greatly contributed to the stalemate of the TA meta leading to its eventual deletion, and it's only a matter of time before it starts hurting GvG and HA.
Visions of Regret Too much damage for too little risk and counter-ability. The universal shutdown this skill provides makes this a spammy cast and forget spell.
Wounding Strike Deep wound is too powerful of a condition to be allowed to be spammed with a cover condition like it can with this skill. Wounding Strike has been hurting HA, GvG, and 4v4 for quite some time.
Word of Healing Too good compared to the other Monk Elites that provide straight healing. Causes many other monk builds to be overshadowed.
Assassin Shadowsteps skills in general have always proved to contribute to Gimmick builds when used by secondary professions and have never really been good for the game when used in such ways. I believe it would be very wise if shadowsteps were reworked so that all of the Assassin shadowstep skills required an investment from Critical Strikes to use so that only Primary Assassins can use them.
Faintheartedness Spammable cast and forget attack speed debuff. Cuts down too much DPS for one skill.
Searing Flames Too much damage for too little player-ability investment. Results in a spammy build that is bad for the game.
