why not just use userboxes to say those things on your userpage? such as this:-

Hello Miria, one or more of the images you have recently uploaded have not been named properly as per our image policy. It states that images that are uploaded for use in the user namespace need to be named in the following format: user Miria Shadelash character <short description>.<file extension> .

Reading and filling out the upload form completely will help you a lot with naming and tagging images. Thanks!
